Q: Do the boot covers come with the costume?

I think I bought them separately.

Q: what is the circumference of the top? is it stretchy?

I don't have the boot covers right in front of me, so I am not able to actually measure the circumference. I can tell you I have average sized knees/calves and they fit perfectly.They stayed in place .

HI, no they only are manufactured in this neutral color. They aren't really 'boots', rather 'boot covers', give the illusion, one is wearing boots.

Q: Do they come as a set, or will I have to by each one separate?

They come as a set but not very good quality.

Nice embellishment to a 1960s costume

These worked to embellish a 1960's dress without having to wear boots. It was a shoeless event.
