Q: Can the dusk till dawn be deactivated and work as a motion detector only?

Yes. It is only active when it is in the setting marked "D2D".

Q: Does this switch lights between on-off, or high-low?

It can only turn the lights on/off. It can not adjust the high or low.

Q: does D2D mode still use motion to turn lights on/off?

In D2D mode, the motion sensor will not function.

Q: It says time delay from 0-10 minutes. Does this mean you can set it for say 2, 3, 7 minutes, or is it only 1, 5, 10 minutes?

I'm not sure if it has infinite settings between 0 and 10 minutes but it does adjust linearly. Mine is currently set at 2 minutes and 9 seconds.
